The outbreak of new crown pneumonia has brought some pressure to the operation of enterprises. Many small and medium-sized enterprises, especially those in manufacturing and service industries, are facing difficulties in their operation. In this regard, central and local governments have recently introduced policies to help SMEs overcome difficulties. Among them, increasing financial support and lightening the burden of enterprises has become the focus of policy.

It is understood that at present, the impact of the new crown pneumonia epidemic, enterprises in the supply of raw materials, production and sales, logistics and transportation constraints, coupled with increased capital turnover pressure, the employment of enterprises is difficult to guarantee, the operation of SMEs has been greatly affected.

In recent years, the Ministry of finance, the national development and Reform Commission and the Ministry of industry and information technology have carried out intensive deployment and issued a number of financial and financial support policies, including continuing to increase financial support for key areas such as small and micro enterprises, private enterprises and manufacturing industries, increasing credit loans and medium and long-term loans, and reducing the cost of comprehensive financing.

At the same time, Beijing, Shanghai, Guangdong, Henan, Jiangsu, Sichuan, Gansu, Shaanxi and other places have promulgated policies, aiming at the practical problems faced by enterprises, and putting forward a number of comprehensive measures from the aspects of reducing taxes and lowering fees, increasing financial support and stabilizing the workforce.

For example, Jiangsu has issued 22 measures to help about 3000000 small and medium-sized enterprises account for more than 99% of the total number of enterprises across the province. It includes the reduction and exemption of related taxes and fees, the extension of declaration and payment of taxes, the reduction of the cost of enterprise rent, the subsidy of operating costs, the strengthening of financial discount support, and the timely payment of accounts of small and medium-sized enterprises. Sichuan has also promulgated 13 specific policies and measures to increase financial support and ease the difficulties in production and operation of small and medium-sized enterprises.

At the same time, some financial enterprises have also increased support for the financing of trapped SMEs. China Construction Bank has fully supported small and micro enterprises to cope with the epidemic by providing loans to maturity, relaxing the deadline, no repayment of loans, providing online intelligent financial services, and increasing the fee waiver.

Wei Jiang, Dean of the school of management at Zhejiang University, said that the shortage of cash flow may be the biggest problem facing small and medium-sized enterprises. Workers' wages, social security costs and rents are all the main pressures faced by SMEs. Recently, central and local governments have introduced a number of measures, mainly aiming at alleviating the financial pressure of enterprises, improving their ability to resist risks, lighten their business burden and help enterprises resume production and operation. These policies will be improved after implementation of these policies.

Zhao Zhong, director of the labor market research center of the national development and Strategy Institute of Renmin University of China, said that the next step should be to further promote policies and measures to accurately land. For example, through organizing government oriented procurement, state-owned enterprises docking upstream and downstream SMEs, to help SMEs overcome difficulties, and organize large-scale network recruitment meetings to help SMEs solve employment difficulties.
