Li Shaojie, a deputy to the Municipal People's Congress, suggested that the business registration of venture capital institutions dominated by social capital should be appropriately liberalized, and policies should be made to support the growth of local venture capital funds.

Li Shaojie suggested that relevant departments in Zhengzhou should let go of venture capital institutions dominated by social capital.

It also introduced policies to set up matching funds to support the growth of local venture capital funds, and to guide more social capital to support local start-ups.

By constantly improving the venture capital system, institutional system and financing system of new industries, we will accelerate the establishment of the industry venture capital guidance fund and SME development fund, and gradually establish a long-term market-oriented operation mechanism to support entrepreneurial innovation and industrial development, and develop a new mode of joint investment.

Li Shaojie believes that this approach can "nurture" the local entrepreneurial environment in Henan, provide more financial services support for small and medium-sized enterprises, accelerate the formation of a number of competitive leading enterprises with a certain scale of annual sales income, and lead the development of the industry, thus effectively promoting the economic development of Zhengzhou.
