To break through these difficulties, it is not enough to rely solely on the efforts of the enterprises, nor is it feasible. Policies must lead.


Cracking down on financing difficulties requires policy guidance.

Originally, the textile industry has a "sunset industry" in the eyes of financial institutions. Nowadays, the recycling of waste textiles is unavoidable to allow people to equate with the acquisition of waste products. If we want to solve the problem of R & D investment by means of loans, financial institutions will not be able to buy it only by themselves.

In fact, the recycling of waste textiles saves the land for growing cotton and linen, and saves the oil resources for increasing chemical fiber. The government should release a clear policy signal and encourage it to develop at the strategic height of energy security, so that we can have good reputation for doing good deeds.


Breaking the raw material barrier requires policy support.

China has a large amount of raw materials for waste textiles, which can fully meet the needs of enterprises.

However, the recycling of waste products in China is mostly self operated, small in scale and scattered in layout, and does not possess basic cleaning capacity.

This has led to fiber producers' raw materials "not enough to eat" and imported "foreign garbage" from overseas.

How to allow the smooth docking of raw materials and enterprises to fill the gap in the middle of the industrial chain, the government needs to think about it.


Breaking the market chaos also requires policies to regulate.

To maintain market order, we must first formulate corresponding laws, regulations and industry standards. This is the responsibility that the government can not shirk.

In order to prevent black hearted cotton from making profits, it is necessary for the government to promulgate "rules of the game" as soon as possible, in line with the standard, and give preferential treatment through fiscal and tax policies.


Cracking down on making money slow requires policy tilt.

The old fiber must be pformed into a new fiber, and there will be a market.

But with the production process, the cost of recycled fiber will inevitably be higher than that of raw fiber.

The characteristics of the textile industry determine its sensitivity to price. Under such circumstances, how to prevent the promotion of recycled fiber from falling on the last kilometer of price depends on preferential policies and the formation of social consensus.


In the 12th Five-Year plan outline, supporting the recycling of waste textiles is one of the key directions for the development of manufacturing industry in the next 5 years.

It is hoped that from now on, the recycling of waste textiles can receive more attention from governments at all levels and win more policy support.
