The second case is that the borrower has already used the loan to purchase one or more housing, and has applied for a loan to buy a house. It also considers that the housing is second or more.


In the third case, the lender is convinced that the borrower's family already has one or more houses through enquiry of credit records and visits.


"In the pre-sale contract registration system, there is a suite, which means that housing may still be in the process of trading, will also be identified as the second housing, the two suite is considered to be strict." Industry insiders believe that this further reveals the strict tendency of this round of regulation and control policy.


If necessary, the list of cities with too high housing prices will be published.


Qi Ji said that some policies formulated by the central government were aimed at the areas where housing prices were too high, too fast, and with tight supply. However, all regions should, in line with the requirements, combine the actual situation of the region, and promptly formulate detailed rules for the implementation of the implementation documents.

Studying insurance trust funds to participate in the construction of public rental housing

Among them, the sources of funds are exploring the possibility of allowing insurance funds and long-term trust funds to participate in the construction of public rental housing through direct investment or directional recruitment, and the use of real estate trust funds to expand the financing channels for public rental housing.


Qi Qi said that the sources of funds for public rental housing construction also include: public rental housing built by government organizations can be included in the pilot projects of housing provident fund loans to support affordable housing; financial institutions are encouraged to grant medium and long-term loans to public rental housing; and eligible enterprises support public rental housing funds through issuing long-term bonds.


In addition, Qi Ji also revealed that in order to encourage private housing to rent, increase rental housing and regulate housing leasing, the Ministry of housing and housing will introduce housing lease measures with relevant departments as soon as possible, and make policy provisions on the rights and obligations of lessors and lessees.
